Noel Reynolds is a long standing member of the secretariat of the Basel Committee on Banking Supervision (BCBS). At the secretariat he is currently responsible for issues related to the Basel Committee’s standards on credit risk. He has played a key role in many aspects of Basel III including the development of a more robust definition of capital, the design of the capital buffers, the frameworks for global- and domestic systemically important banks (G-SIBs and D-SIBs) and the constraints on the internal models approach to credit risk. He was also involved in the BCBS work on total loss absorbing capacity (TLAC). Before moving to Basel, Noel worked for the UK Financial Services Authority and as an equities analyst at Commerzbank Securities covering the UK banking sector. He holds a Joint Honours degree in Mathematics and Economics from the University of Durham and is CFA charter holder.
