CBK Launches Kuwait Dispute Management System (KDMS)

The Central Bank of Kuwait (CBK) announced today, Monday, 02 February 2026, the launch of Kuwait Dispute Management System (KDMS), which is part of the Second Phase of Kuwait National Payments System Project managed and operated by CBK.

In a press statement, CBK indicated that the launch of KDMS is a strategic step aimed at enhancing transparency and reliability in national payment systems; it provides an integrated central platform for settling disputes arising from financial transactions between participants in the national payment systems in accordance with best practices and international security standards.

KDMS allows participants to submit, process, and settle disputes related to financial transactions electronically, in accordance with standardized procedures and standards and with high operational efficiency, thereby enhancing transparency and reliability in electronic payment channels, and ensuring completion of dispute settlement with a specific time frame.

KDMS offers a high level of security and transparency, as it relies on the secure closed network (CBK-NET) based on virtual private network (VPN) technology as an approved communication channel between national payment systems, and provides a secure encrypted environment for exchanging financial dispute messages, in accordance with the international ISO 20022 Standard for the automatic and instant transfer of financial data.

The launch of KDMS complements the CBK's ongoing efforts to develop the infrastructure for payment systems, following the launch of Kuwait Automated Clearing House (KACH) System on January 5th 2026, as the start of the Second Phase of Kuwait National Payments System Project. The launch of the remaining systems under the project will be completed in future phases, including Kuwait Wages Protection System and Kuwait Electronic Bill Presentment and Payment System, as part of an integrated plan to build an advanced and secure national payment system.

CBK concluded its statement by emphasizing that KDMS provides an integrated mechanism for processing and settling disputes arising from financial transactions processed through the national payment systems and supports the digital transformation of all dispute-related financial correspondences.
